Cambridgeshire County Council Monthly Report December 2025 – Cllr Luis Navarro
Local Highway Improvement (LHI) Applications
Over Parish Council is keen to support the zebra crossing near the primary school, a vital step toward improving safety for our children and community.
How you can help:
• Sign a petition
• Contribute financially
• Record a short video in support
• Share your own ideas
Together, we can make this project a reality.
Please note: LHI allows only one application per Parish Council, so the Council must decide which project to prioritise and whether community funding (including Over Parish Council’s contribution) can meet the 10% minimum requirement for any LHI application.
I will fully support whichever decision the Parish Council makes.
Longstanton Bridge – Safer Access for Cyclists and Pedestrians
On 2nd December, I met residents at the junction of the Busway and Longstanton Bridge to explore options for safer access to the Busway. Access via Longstanton Road and the bridleway behind the industrial estate was identified as the most practical and safest option.
On 5th December, I met CCC Highways officers and agreed to work towards this option. We will now focus on logistics, funding, and approvals.
Next step: CCC needs to confirm the owner of the land north of the path behind the industrial estate (opposite NGU Construction). If anyone knows who owns this land, please get in touch. Once ownership is established, CCC can negotiate rights of way to enable access to the bridleway and Busway.
This improvement would:
• Encourage cycling and active travel
• Reduce reliance on the 60mph road section
• Offer a quicker, safer alternative to the Swavesey route

Northstowe Bus Services at Longstanton Park & Ride
I have contacted CPCA, Stagecoach, and other stakeholders to urgently address issues affecting Northstowe residents, benefits will also extend to Over.
Current challenges:
• Wait times exceed 30 minutes during peak hours
• Buses often arrive full; boarding at Longstanton Park & Ride can take 10+ minutes
• Morning congestion impacts commuters and students
Consequences if unresolved:
• Recruitment difficulties for employers (Science Park, Business Park)
• Increased car dependency, congestion, and pollution
• Reduced opportunities for young people studying in Cambridge
• Negative impact on new developments and local productivity
• Erosion of public confidence in local authorities
Proposed solutions for discussion:
- Dedicated rush-hour service
o Starting in St Ives, looping to Cambridge North Station
o High potential for sustainability and profitability - Continued support for the Number 5 bus
o Proven community benefit - Potential rerouting of the Number 6 bus
o Add stop at Longstanton Park & Ride before resuming route
o Improves connectivity for Northstowe, Longstanton, and Girton to West Cambridge, Science Park, and Cambridge North
Please share your comments or ideas so I can raise them in upcoming meetings.
Bus Stop Displays
Several bus stops in the village lack timetable displays. I am pressing the Combined Authority for a response and will continue until this is resolved. Practical access to public transport is essential for Over residents and key to creating a real culture of active travel.
Cycle Route: Longstanton to Bar Hill
Work is continuing on the new cycle route linking Longstanton to Bar Hill, offering a safer and more sustainable travel option for local residents. The route will be on the east side of Hatton’s Road between School Lane and Northstowe Avenue (the Southern Access Road). Once complete, it will significantly enhance connectivity between communities. Residents of Over will be able to access Bar Hill via the guided Busway service road and the Northstowe cycle network that leads to this new facility. This creates a continuous, accessible route that supports active travel and reduces reliance on cars.
Season’s Greetings
As we approach the festive season, I want to wish everyone in Over and our neighbouring communities a Merry Christmas and a Happy New Year. Thank you for your continued support and engagement throughout 2025. I look forward to working together in 2026 to make our villages safer, greener, and even better places to live. Wishing you all a joyful festive season!
